Management of the Tema Oil Refinery (TOR) has inspected a shipment of one million barrels of Ghana’s indigenous Jubilee Medium Sweet Crude aboard the MT Apache at Delta Anchorage, marking a significant milestone in efforts to revive the country’s refining industry.
The consignment, delivered on July 15, 2026, represents a major step towards increasing the use of locally produced crude oil to strengthen domestic refining capacity, enhance energy security and reduce dependence on imported refined petroleum products.

The inspection, conducted approximately 45 nautical miles offshore, provided TOR’s management with the opportunity to assess the cargo before its transfer for refining operations. The development underscores the refinery’s renewed focus on restoring operational efficiency and positioning itself to play a central role in Ghana’s energy sector.
The use of Jubilee Medium Sweet Crude, one of Ghana’s flagship oil blends, is expected to support efforts to maximise the country’s natural resources while creating value through local processing. Industry observers believe that refining indigenous crude locally can contribute to job creation, foreign exchange savings and improved fuel supply reliability.
The milestone also reflects ongoing government efforts to revitalise the Tema Oil Refinery as part of a broader strategy to strengthen Ghana’s energy infrastructure and promote industrial development.
Management of TOR expressed optimism that the delivery signals renewed confidence in the refinery’s operations and reinforces its commitment to supporting national energy security through efficient and sustainable refining.
The arrival of the shipment is widely viewed as an important chapter in Ghana’s drive to build a resilient downstream petroleum sector, ensuring that the country’s natural resources contribute more directly to economic growth and national development.
