Executive Director of the Ghana Center for Democratic Development (CDD-Ghana), Professor Henry Kwasi Prempeh, has called for an open and inclusive process in Ghana’s ongoing constitutional reform.
Speaking at a forum at the Alisa Hotel in Accra, Prof. Prempeh said the process of reforming the Constitution was as important as the content of the reforms.
“How we reform the Constitution will matter as much as what we reform,” he said.
He urged the government to keep the implementation process open to further views from political parties, civil society organisations and other stakeholders, stressing that no single political actor should determine the rules of the game alone.
Prof. Prempeh said consensus did not mean unanimity but required serious positions to be heard and decisions to be reached through a fair and transparent process.
He also called for draft legislation to be published for public input and for reasons to be provided where significant proposals are rejected.
He urged political parties, civil society, Parliament, the media and citizens to actively participate in the process.
Prof. Prempeh said constitutional reform should be treated as a national project, belonging to all Ghanaians rather than any single government or political party.
