Tema Oil Refinery (TOR) is set to receive its first one-million-barrel shipment of crude oil from the Jubilee Field for refining, marking a major step towards efforts to restore the refinery’s operations and strengthen Ghana’s petroleum sector.
President John Dramani Mahama announced the development during the official inauguration of the refurbished Crude Distillation Unit (CDU) at the Tema Oil Refinery in the Greater Accra Region.




The refurbished unit, which is a key component of the refinery’s processing operations, is expected to enhance TOR’s capacity to refine crude oil and contribute to the country’s energy security. The delivery of crude from the Jubilee Field is expected to provide the necessary feedstock to support the refinery’s operations as part of broader efforts to revive local refining capacity.
President Mahama said the move demonstrates the government’s commitment to repositioning TOR as a strategic asset in Ghana’s petroleum industry. He emphasized the importance of strengthening domestic refining capabilities to reduce dependence on imported petroleum products and create greater value from the country’s natural resources.
The President also highlighted the role of the refinery in supporting economic growth through job creation, industrial development, and improved energy resilience.
The Tema Oil Refinery, established as Ghana’s first oil refinery, has faced operational challenges over the years, including maintenance and financial constraints. The refurbishment of critical facilities forms part of ongoing measures aimed at restoring the refinery to sustainable operations.
The announcement of the Jubilee crude supply is expected to pave the way for further investments and partnerships to improve TOR’s efficiency and long-term viability.
Industry stakeholders say the return of consistent refining activities at TOR could provide significant benefits to the downstream petroleum sector by improving supply reliability and reducing pressure on foreign exchange used for importing refined petroleum products.
