New Resource Equips Judges Worldwide to Use Artificial Intelligence Responsibly

As artificial intelligence (AI) continues to reshape societies, economies, and public institutions, questions around fairness, accountability, and human rights have become increasingly important—particularly within justice systems.

To address these emerging challenges, UNESCO has launched the Global Toolkit on AI and the Rule of Law for the Judiciary, a practical resource designed to support judges and judicial professionals in understanding and managing the opportunities and risks associated with AI technologies.

The toolkit seeks to ensure that the adoption of AI in courts strengthens, rather than weakens, the principles of justice, transparency, and human rights.

Developed with funding support from the European Union, the resource provides guidance on the responsible use of AI in judicial systems, including applications that can improve efficiency while safeguarding fundamental legal principles.

The growing use of AI in justice systems worldwide has created opportunities such as faster access to legal information, improved case management, and enhanced administrative processes. However, experts warn that without proper safeguards, AI systems may introduce serious risks, including algorithmic bias, lack of transparency, data privacy breaches, and threats to due process.

The UNESCO toolkit responds to these concerns by offering judges and judicial institutions practical approaches to evaluate AI tools, identify potential harms, and establish measures that promote accountability and fairness.

Speaking on the importance of ethical AI governance, UNESCO emphasises that technology must remain centred on human rights and democratic values. As the United Nations lead agency for artificial intelligence, UNESCO continues to promote responsible AI development through its Recommendation on the Ethics of Artificial Intelligence, which provides a global framework for ensuring that AI serves humanity.

The toolkit comes at a time when governments and institutions around the world are exploring ways to integrate AI into public services while protecting citizens’ rights.

For judicial systems, the challenge is to balance innovation with the obligation to deliver justice that is independent, impartial, and accessible to all.

Through this initiative, UNESCO is supporting courts and legal professionals to become better equipped to govern AI responsibly and maintain public trust in the justice system in an increasingly digital world.

The launch also contributes to broader international discussions ahead of the Global Dialogue on AI Governance, coordinated by UNESCO and the International Telecommunication Union (ITU), aimed at strengthening global cooperation on ethical and inclusive AI governance.

As AI becomes more embedded in decision-making processes, UNESCO’s initiative highlights a critical message: innovation must go hand in hand with human rights, accountability, and the rule of law.
