Ghana is taking a bold step toward strengthening youth participation in peacebuilding and national development with the development of its first National Action Plan (NAP) on Youth, Peace and Security (YPS).
Led by the National Youth Authority Ghana in collaboration with The Kofi Annan International Peacekeeping Training Centre, Accra Ghana (KAIPTC), the process is coordinated through a multi-stakeholder Technical Working Group, ensuring an inclusive and well-coordinated approach.

Across the country, consultations are actively underway, engaging young people, civil society, and local stakeholders to shape a plan grounded in real experiences and community needs
Earlier consultations, supported by the United Nations Population Fund (UNFPA) and UNDP Ghana, were conducted across several regions. These included four regional multi-stakeholder consultations in the Upper West, Upper East, Savannah, and Northern Regions, as well as nine youth-focused consultations in Greater Accra, Oti, Volta, Eastern, North East, Upper West, Upper East, Savannah, and Northern Regions.
From April 27 to May 8, 2026, the Technical Working Group continues its nationwide engagement, consulting young people and stakeholders in the Central (Cape Coast), Western (Takoradi), Western North (Sefwi Wiawso), and Ashanti (Kumasi) Regions—creating platforms for dialogue on youth inclusion, conflict prevention, and community resilience.
Aligned with global frameworks, including UN Security Council Resolution 2250, the process recognises young people not as threats to peace, but as essential partners in building and sustaining it. The development of the NAP signals Ghana’s commitment to translating this global agenda into concrete national action.
As consultations continue nationwide, Ghana moves closer to a National Action Plan that reflects the voices, realities, and aspirations of its youth.
This process is supported by Ecowas – Cedeao through the Peace, Security and Governance (EPSG) Project, co-funded by the European Union in Ghanaand the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ), jointly implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, and FIAP, in partnership with ECOWAS.
