UK Backs Inclusive Dialogue on Ghana’s Constitutional Reform

The United Kingdom has reaffirmed its commitment to supporting Ghana’s efforts to strengthen democratic governance and advance the country’s constitutional reform process.
Speaking at a dialogue on constitutional reform held at the Alisa Hotel in Accra on September 29, 2026, Mr. Hooman Nouruzi, Head of the Political and Governance Team at the British High Commission in Ghana, commended the Citizens Platform on Constitutional Reforms and its partners for convening the meeting.
He said the publication of the government’s position paper represented an important milestone in Ghana’s constitutional reform journey and provided an opportunity for renewed national reflection, dialogue and consensus building.

Mr. Nouruzi said constitutional reform should not be viewed merely as a legal or technical exercise, but as a process aimed at ensuring that governance arrangements continue to meet the needs and aspirations of citizens.
He welcomed the extensive consultations undertaken by the Constitutional Review Committee and the government, involving citizens, public institutions, traditional authorities, professional bodies and civil society organisations.
According to him, differences over specific recommendations should not prevent stakeholders from identifying areas of convergence and building common ground.
He emphasised the important role of civil society in promoting citizen participation, informing public debate, amplifying citizens’ voices and ensuring that constitutional reform discussions remain inclusive and transparent.
Mr. Nouruzi further encouraged stakeholders to focus not only on areas of disagreement but also on opportunities for collaboration.
He said consensus did not require complete uniformity of views, but a shared commitment to strengthening democratic institutions, accountability, citizen participation, the rule of law and government outcomes for all Ghanaians.
He expressed the British High Commission’s readiness to continue collaborating with the government, civil society and citizens as Ghana’s constitutional reform process progresses.
