Governmnet will not curtail free speech- Kwakye Ofosu

Government Communications Minister, Felix Kwakye Ofosu, says the Mahama administration will not curtail freedom of expression, stressing that legitimate criticism of the government remains an essential part of Ghana’s democracy.

He said this at the launch of the 30th GJA Media Awards in Accra, where he addressed concerns surrounding free speech, social media regulation and the safety of journalists.

Mr. Kwakye Ofosu said under no circumstances would the government restrict free speech, adding that citizens remain free to criticise the President and government, even harshly.

He, however, said a distinction must be made between legitimate criticism and conduct that constitutes a criminal offence. According to him, the use of social media to spread hate speech or incite violence cannot be treated as ordinary political expression when it threatens public peace and security.

The Minister cited experiences from across Africa where inflammatory speech has contributed to conflicts and violence, arguing that law enforcement agencies would be failing in their responsibilities if they ignored such conduct.

Mr. Kwakye Ofosu also reaffirmed the government’s commitment to the safety of journalists. He condemned the reported assault of journalists during the La Pleasure Beach demolition exercise and said the government would pursue the matter to its logical conclusion.

He urged journalists to continue playing their watchdog role, while assuring them that the government remains committed to protecting press freedom and creating an environment in which the media can operate without fear or intimidation.
